For Buyers

NASPO ValuePoint provides the highest standard of excellence in public cooperative contracting. By leveraging the leadership and expertise of all states and territories and the purchasing power of their public entities, NASPO ValuePoint delivers the highest valued, reliable, and competitively sourced contracts – offering public entities outstanding prices.

By working with a cooperative purchasing organization, states are able to leverage their spending through a single solicitation with the best value and superior contract terms. NASPO ValuePoint portfolios focus on price, quality, reliability, warranties, and service while protecting states’ interests with favorable terms and conditions.

States benefit from using ValuePoint cooperative contracts because they avoid the administrative burden of developing, soliciting, awarding, and managing their own state-level contracts. By leveraging a ValuePoint cooperative portfolio, states free up critical staff time and resources for other priority initiatives. This shared approach taps into the expertise of procurement professionals across state boundaries, reducing duplicative efforts and improving efficiency.

Suppliers benefit considerably from working with cooperatives by avoiding repetitive bid preparation expenses, eliminating the need for repetitive bids on similar solicitations for different jurisdictions. Suppliers can factor in the likelihood of greater volumes for multiple jurisdictions when determining their pricing. These savings are then passed along to the states.

Eligibility

All states, the District of Columbia, and US Territories are eligible to use NASPO ValuePoint contracts.

Portfolio Usage

State-Level Decision Making

Within each state, the state central procurement office determines whether the portfolio is a good fit for usage to support the needs in that state. State central procurement offices may consider and execute a statewide Participating Addendum (PA) to make that portfolio available to authorized buyers within the state.

Who Can Use Contracts

Each state determines, in accordance with its applicable statutes and procurement authority, whether to use a NASPO ValuePoint portfolio and which entities within the state are eligible to use NASPO ValuePoint contracts. Eligible entities may include state agencies, political subdivisions, public K-12 schools, institutions of higher education, and public or private nonprofit organizations, depending on the state.

Entities should review the applicable Participating Addendum (PA) to determine whether they are authorized to purchase under a statewide agreement. Eligible entities interested in establishing their own Participating Addendum should first review their state’s Eligible Entity Participation (EEP) Summary, which provides information about applicable participation requirements, including when coordination with the state Chief Procurement Officer is required.

What if my state doesn’t have a statewide PA?

If your state does not have an executed statewide Participating Addendum (PA) for a NASPO ValuePoint portfolio, review your state’s Eligible Entity Participation (EEP) Summary to understand the participation options and requirements that may apply to your organization. If you have questions after reviewing the EEP Summary, contact your state central procurement office for additional guidance.
