This award honors those who have demonstrated exceptional dedication to the creation, procurement, and administration of NASPO ValuePoint portfolios, significantly contributing to the success and value of cooperative procurement. By celebrating the excellence of our State Leads, NASPO aims to elevate the profile of this critical role, inspire broader state participation, and reinforce the value of collaborative procurement leadership. This award was created in 2026 and is in its inaugural year.

Who Can Submit
- NASPO Primary Member (CPO)
- NASPO State Member with CPO approval
Submission Deadline: The 2026 State Leads Excellence Awarded closed May 28, 2026
Award Criteria
Candidates for the award should meet the following criteria:
- Must be a current NASPO ValuePoint State Lead
- Demonstrated successful administration or clear progress toward completion of a NASPO ValuePoint portfolio
- Evidence of innovation, efficiency, or notable improvement in procurement processes within their portfolio
- Positive impact on multi-state collaboration and engagement
- Commitment to NASPO’s values of integrity, transparency, and service to the public
- Contributions to elevating the reputation and visibility of the State Lead role within their state and nationally
Nomination Review Process
The State Lead Excellence Committee reviews the submitted applications and determines the winners.
