Eligibility

All states, the District of Columbia, and US Territories are eligible to use NASPO ValuePoint contracts.

Portfolio Usage

State-Level Decision Making

Within each state, the state central procurement office determines whether the portfolio is a good fit for usage to support the needs in that state. State central procurement offices may consider and execute a statewide Participating Addendum (PA) that memorializes a portfolio’s availability at the statewide level to buyers.

Who Can Use Contracts

Each state determines, in accordance with its own state statutes, whether it will use each NASPO ValuePoint contract and which entities within their state may use each NASPO ValuePoint contract, including state agencies, public higher education institutions, and local political subdivisions. In some states, non-profit organizations are eligible.

What if my state doesn’t have a statewide PA?

Buyers who are interested in a NASPO ValuePoint portfolio, but whose state does not have an executed statewide Participating Addendum (PA) should contact their state central procurement office to request the Chief Procurement Officer’s (CPO) consideration for usage.

Due Diligence of a ValuePoint Portfolio

Procurement buyers and/or entities conducting due diligence on a cooperative portfolio can rely on ValuePoint for comprehensive and transparent information.

ValuePoint provides the solicitation as issued by the Lead State, along with a Portfolio Snapshot that highlights key solicitation details and high-level and portfolio insights. This allows users to efficiently review requirements, evaluate scope, and make informed decisions when considering the use of a ValuePoint portfolio.
