Meet the Team

The NASPO ValuePoint team is a group of public procurement professionals committed to delivering value, transparency, and efficiency to public entities nationwide. Led by our Chief Cooperative Procurement Officer and Deputy, our team spans Procurement, Contract Management, Supplier Engagement, and Operations, all working together to ensure cooperative contracts are accessible, compliant, and aligned with the evolving needs of state and local agencies.
Our Procurement team partners with Lead States and suppliers to maintain strong, responsive contract portfolios, while Supplier Engagement supports vendors from onboarding through nationwide growth. Across all functions, we serve as strategic partners and problem-solvers, bringing expertise in procurement, supplier relations, and intergovernmental cooperation to make public purchasing simpler, smarter, and more cost-effective for all involved.

Solomon Kingston, MBA, JD, CPPO, Chief Cooperative Procurement Officer

Solomon is the Chief Cooperative Procurement Officer at NASPO. Solomon leads a team of procurement professionals focusing on cooperative procurement. He works with public entities nationally to establish the best in class, sustainable cooperative contracts in the industry for all types of public needs.

Prior to joining NASPO, Solomon worked with the State of Utah’s central procurement office, developing extensive experience procuring Information Technology along with other goods and services. Solomon graduated with a joint Juris Doctorate and MBA from the University of Utah and holds the CPPO (Certified Public Procurement Officer) certification.

Jessica Burton, MBA, CPPO, Deputy Chief Cooperative Procurement Officer

Jessica Burton serves as the Deputy Chief Cooperative Procurement Officer at NASPO, where she leads a team of procurement professionals in developing and awarding national cooperative contracts that support public entities across the country.

Jessica previously served as Director of Purchasing and Inventory Management at the Nashville Metropolitan Airport Authority. Jessica also held a key procurement role with the Kentucky Department of Education, where she managed enterprise technology contracts for K-12 institutions.

Jessica holds an MBA and is currently pursuing a Ph.D. in Management. She is a Certified Public Procurement Officer (CPPO) and is deeply committed to advancing excellence in public procurement.

Lee Ann Pope, Director of Outreach & Coordination

Lee Ann is the Director of Cooperative Outreach and Coordination at NASPO, and she provides oversight and support to the cooperative procurement program as well as to executive leadership. She is involved in identifying innovative processes and constant improvements to accomplish the strategic goals of NASPO and works to educate the public procurement community on the benefits of NASPO ValuePoint cooperative purchasing.

Prior to NASPO, Lee Ann worked as Membership and Publications Manager for the National Guard Association of Kentucky.

Elizabeth Flores, MBA, Director of Supplier Growth & Engagement

Elizabeth Flores is the Director of Supplier Growth & Engagement Strategy at NASPO. She has over 20 years of experience from the commercial supplier side of the cooperative purchasing industry. Throughout her career, she has partnered closely with public sector procurement officials, cooperative contracting leaders, and strategic suppliers to drive contract adoption, expand portfolio utilization, and deliver measurable value across state and local government, education, healthcare, and federal transportation markets.

Elizabeth leverages this deep commercial foundation to advance scalable supplier engagement frameworks, strengthen supplier performance and adoption, and enhance the overall value of cooperative contracts nationwide.

Matt Limoges, JD, Director of Cooperative Portfolio Management

Matt Limoges is the Director of Cooperative Portfolio Manager on the NASPO ValuePoint team. Matt previously served as the Deputy Bureau Director for the State of Wisconsin’s State Bureau of Procurement. During his time with the State of Wisconsin Matt worked with all areas of procurement, with his main emphasis being centered on Information Technology Procurement. A graduate of the University of St. Thomas School of Law and North Dakota State University, Matt brings a innovative approach to the procurement function. Outside of nerding out on the procurement landscape, Matt enjoys spending time with his wife and two children, but most likely you will find him on some golf course.

Joel Atkinson, CPPB, Senior Cooperative Portfolio Manager

Joel Atkinson is a Senior Cooperative Portfolio Manager at NASPO ValuePoint. Prior to joining the team, Joel spent 30 years working with the State of Florida, including a role as the Procurement Officer for the Department of Children and Families, developing procurements to obtain services for customers in the Child Welfare system. He also worked as a Purchasing Analyst Supervisor, handling numerous complex procurements and managing a team of procurement staff. Joel graduated from the University of Florida with a Bachelor of Arts degree.

Tia Corbett, CPPB, Senior Cooperative Portfolio Manager

Tia Corbett is a Senior Cooperative Portfolio Manager at NASPO ValuePoint, overseeing procurement development and contract management for NASPO ValuePoint's contract portfolios. Tia provides support for Medicaid Enterprise Systems, Facilities MRO, Inmate Communications, Information Security Services, eProcurement Solutions, and Electronic Monitoring portfolios.

Tia's extensive procurement experience comes from the State of Montana, where she worked for state government for fifteen years, ten of which focused on procurement in the State Central Procurement Office.

Nick Hughes, JD, CPPO, Senior Cooperative Portfolio Manager

Nick Hughes is a Senior Cooperative Portfolio Manager at NASPO ValuePoint. He works with public entities, suppliers, and all contract stakeholders to ensure smooth management of both the contract administration and solicitation processes.

Prior to joining NASPO, Nick was the Assistant Director at the State of Utah's central procurement office. Additionally, Nick oversaw all purchases for the Utah Department of Health and Human Services and personally managed all statewide medical contracts. Her served a four-year term as an Advisory Board Member for a National Medical Cooperative, the Minnesota Multistate Contracting Alliance for Pharmacy (MMCAP). Nick graduated with a Juris Doctorate from the S.J. Quinney College of Law at the University of Utah.

Abbi Chittenden, CPPB, Cooperative Portfolio Manager

Abigail (Abbi) Chittenden is a Cooperative Portfolio Manager at NASPO ValuePoint. She works with public entities, suppliers, and all contract stakeholders to ensure smooth management of both the contract administration and solicitation processes for national cooperative contracts.

Prior to joining NASPO, Abbi worked in the State of Indiana's central procurement office for seven years. During her time, she worked closely with the Public Safety agencies on their large solicitations and finished out her time as the Director of Vendor Management. She received her Certified Professional Public Buyer (CPPB) designation through the Universal Public Procurement Certification Council (UPPCC) in December of 2020.

Josh Descoteaux, CPPB, Cooperative Portfolio Manager

Josh Descoteaux, CPPB, is a Cooperative Portfolio Manager at NASPO ValuePoint, where he directs the establishment and award of national cooperative contracts for use by public entities.

Josh's previous experience includes the State of New Jersey's central procurement office, where he managed information technology procurements. He also worked for the University of Kentucky where he was in strategic sourcing for hospital lab equipment and supplies. Before Josh's role on the cooperative procurement team, he was on NASPO's professional development team as a Procurement Content Manager.

Brandon Martin, CPPO, Cooperative Portfolio Manager

Brandon Martin is a Cooperative Portfolio Manager at NASPO ValuePoint. Prior to joining the NASPO team, Brandon spent 7 years at the State of Maine. While at the State of Maine, Brandon held positions as Competitive Procurement Manager and Deputy Chief Procurement Officer. Brandon looks forward to working with public procurement professionals and entities from across the country to help them achieve their goals.

Alonna Vinson, MPA, PMP, CPPO, Cooperative Portfolio Manager

Alonna Vinson serves as a Cooperative Portfolio Manager at NASPO, where she leads the development and award of national cooperative agreements that support public entities across the country.

Prior to joining NASPO, Alonna held key leadership roles with the State of Florida, most recently serving as the Bureau Chief of Goods & Services. Alonna also has extensive experience in emergency management, including roles in the state’s response to COVID-19 and several major hurricanes.

Alonna earned both her Master of Public Administration and her Bachelor of Science in Political Science from Florida State University.

Tanya Campbell is a Supplier Engagement Manager at NASPO ValuePoint, where she supports supplier growth, engagement, and long-term success across cooperative contract portfolios. She works closely with suppliers and internal stakeholders to strengthen onboarding, improve contract adoption, and enhance performance. Tanya is known for her creative problem-solving, relationship-building, and collaborative approach to supplier engagement. She helps develop supplier education initiatives and engagement strategies that support supplier success in cooperative procurement.

Angie Negley is a Supplier Engagement Manager at NASPO, where she helps suppliers drive contract adoption, improve portfolio performance, and navigate the complexities of public procurement. Known for her structured approach and strong focus on compliance, Angie excels at helping suppliers understand requirements while identifying opportunities for growth and long-term success. Her public procurement background provides valuable insight into balancing operational needs with strategic outcomes. Prior to joining NASPO, Angie served in university purchasing and held Chief Procurement Officer roles at the state, Marshall University, and the West Virginia Division of Natural Resources. She holds a Master’s degree in Political Science/Public Administration.

Chris Price is a Supplier Engagement Manager at NASPO ValuePoint, where he supports suppliers in driving portfolio growth, improving contract adoption, and achieving long-term success across cooperative contracts. Known for his strong project management skills and strategic mindset, Chris excels at leading initiatives, coordinating cross-functional efforts, and keeping complex projects moving forward. He partners closely with suppliers and internal stakeholders to improve engagement, streamline processes, and identify opportunities for growth. His data-driven approach helps inform decisions and strengthen supplier performance. Chris brings experience in supplier engagement and category management across both public and private sectors.
