That feedback became the foundation for the updated Cloud Software & Solutions portfolio, which builds on what worked before while meeting the needs of today’s public sector technology landscape.

One of the biggest changes here is bringing the previous Software Value-Added Reseller (SVAR) and Cloud portfolios together into a single solicitation. By combining these offerings under one contract, states no longer must guess which contract best fits their procurement need – and everyone benefits from consistent terms and conditions across a broad range of software solutions.
Clear Service Categories: SaaS, IaaS, PaaS, and On-Premise Solutions
The portfolio also introduces clearly defined award categories for Software as a Service (SaaS), Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and on-premise software solutions. These categories work for both direct service providers and value-added resellers, giving states more flexibility while helping suppliers pinpoint exactly how their solutions fit procurement needs.
Stronger Supply Chain Accountability and Risk Management
Another major enhancement is stronger accountability across the entire supply chain. The updated Master Agreement makes clear that all contract terms and conditions flow down to any subcontractor, service provider, fulfillment partner, or publisher involved in delivering a solution. Even value-added resellers are responsible for ensuring the publishers they represent understand and comply with the Master Agreement requirements. The result: states can trust that contract obligations are upheld consistently, regardless of how services are delivered.
At the same time, the portfolio acknowledges the collaborative nature of cloud service delivery. Master Agreement suppliers can now appropriately share liability and risk with their third-party providers through a Third Party Provider Agreement. Rather than placing the full weight of responsibility on a single supplier, this creates a more balanced approach while still holding everyone accountable for contract performance.
The portfolio also improves consistency in software licensing. All End User License Agreements (EULAs) must now reference the NASPO ValuePoint Master Agreement without exception. This helps eliminate conflicting contract language and keeps the Master Agreement as the clear, governing procurement document.

Cybersecurity is another area getting real attention: the updated portfolio builds GovRAMP guidance into every Model Participating Addendum template.
