State Participating Addenda

A Participating Addendum (PA) is generally used by a state Chief Procurement Official (CPO) to establish a state contract tied to a specific NASPO ValuePoint master agreement. The PA identifies unique terms and conditions specific to a state and identifies state agencies and other eligible entities in the state that are authorized to participate in the agreement. A state CPO may issue PAs that allow participation as follows:

  • Statewide – provides for participation by all state and local government agencies and other eligible entities within the state
  • State only – provides for participation only by state agencies
  • Other eligible entities only – provides for participation by local government agencies and other eligible entities, but prohibits participation by state agencies

Other Eligible Entity Participation

For states that do not use a Participating Addendum, or use a Participating Addendum covering only certain entities, other eligible entities may participate in a master agreement as described in an Eligible Entity Participation Document provided by NASPO ValuePoint.

(Individual items costing in excess of $75,000, after discount, are excluded from this Master Agreement

Encompass/3rd Party items (identified with an Encompass logo on the Fisher website)

  • Encompass/3rd party items are not part of the Master Agreement and NOT mandatory use
  • 3rd party shipping will be passed through to the ordering entity
  • Encompass is a separate added service offered by Fisher to provide 3rd party products.

Fisher Scientific has been approved to implement a fuel surcharge in compliance with Master Agreement MA16000234-1, section 9.4.9.

9.4.9      If fuel prices rise more than 25% above the current U.S. Department of Energy’s average diesel price as of the Closing Date of this RFP, the State may allow variable fuel surcharge fees to be assessed. The surcharge will be based on the U.S. Department of Energy’s average diesel price from the previous month. A request for a fuel surcharge must be approved by the State prior to implementation. No fuel surcharge will be allowed when fuel prices are within 25% of the current U.S. Department of Energy’s average diesel price as of the Closing Date of this RFP.

 

At the implementation of the Master Agreement the national average monthly price for diesel was $2.09/gallon according to the U.S. Energy Information Administration.   Accordingly, the trigger price for implementation of the fuel surcharge is $2.61/gallon.  The U.S. Energy Information Administration released the average monthly diesel price for September 2017 at $2.78 per gallon.  The national diesel fuel price is monitored monthly and if the price falls below $2.61/gallon, the fuel surcharge will be removed.
